Goddard said last week he agrees with potential Republican rival Buz Mills that candidates shouldn't be expected to show how they intend to balance the state's books. Mills told Gov. Jan Brewer during a statewide-televised debate last month that it was her duty to craft a spending plan for the state and not his.
Mills' remarks drew criticism from many Republicans who said he was avoiding one of the most important questions in this election. But Goddard disagreed; saying the criticism of Mills was unfair.
"I think Buz Mills got it right when he said 'you know that's your (the governor's) job,'" Goddard said on Friday. "It's not a valid criticism to say you should have a complete budget." - Arizona Guardian, July 6, 2010

Terry Goddard has not offered any specific plans for solving the state's budget problem.
Where's your budget plan?: The Winged One waited on pins and needles all week for Democrat Terry Goddard's detailed budget plan. After all, it was two weeks ago the Democratic nominee for governor told a room full of journalists he'd be releasing a plan next week (which was last week). But that might be the last time the Winged One takes the G-man at his word during this campaign cycle. He hasn't released a plan and it's hard to say when and if he ever will. Of course Goddard tells the Haloed One he'll put a plan out there before the voters head to the polls again in November, but who in Hades really knows if that'll happen? It's understandable that Goddard would be hesitant to release a budget proposal. Team Brewer would most likely use the details to politically hang the G-man's struggling campaign. So why promise a plan at all? Just a couple of months ago Goddard was saying it wasn't his job to draft budgets. So when the GA asked what changed and why he wasn't delivering on his promise, Goddard said, "I was a little rash in saying when we'd have a plan ready."
